A Convention Resolution is the vehicle used by groups of members to establish principles or policies for the guidance of union activities for the period between Conventions. Any Locals, Sub-Locals and the National Council of the Union of Health and Environment Workers can submit resolutions to the UHEW National Convention. The UHEW National Convention will be held virtually from August 16-20, 2021. The deadline for submitting resolutions is April 25, 2021.
Tips for Submitting a Resolution
Use every day, simple language to draft your resolution. There are two parts of a Convention Resolution. The first is what is called the Whereas portion. In this part of the resolution, you can state what you think the problem is that you’d like the Convention to address. It could be a current policy you want to change or a new one that your Local wants to propose. The second is called the Be it Resolved portion. In this section you make the suggestions for what the solution might be.
How are Resolutions Dealt With?
All resolutions are reviewed by the UHEW National Office to ensure that they conform with the requirements noted above. Then they are referred to one of the Convention Committees. Unless they are of an emergency nature, the National Convention generally does not deal with resolutions. Instead, all resolutions are referred to Convention Committees that review each resolution and make recommendations to Convention. Convention delegates then vote on the Committee recommendations. (More on Convention Committees in the next Convention Communiqué.)
Check Before You Send
Before you submit a resolution, you should check whether a particular subject has already been covered or if what you want to propose might contravene an existing Union policy or By-Law. Your Regional Vice-President should be able to answer those questions for you. You also need to make sure that any resolution is formally approved by the Local, Sub-Local or the National Council before it is submitted to the National Office.
